David Raine – Policy Manager
David joined Homes for Scotland (HFS) in February 2024 as Policy Manager. David brings critical policymaking insight gained from his more than 11 years’ experience advising senior Labour politicians including Scottish leader Anas Sarwar. With his previous role supporting housing spokesperson Mark Griffin, David is already well-acquainted with the numerous policy areas impacting the delivery of more homes to meet the needs of Scotland’s people.
Having recently completed a Diploma in Project Management, David has a fundamental understanding of how projects are managed, and investment cases are developed, controlled and resourced.

David says:
“Having worked closely with HFS over the last couple of years, the importance of home building over so many different measures, the organisation’s all-tenure approach and the passion of the team really struck a chord with me. I am relishing the opportunity to utilise my knowledge and skills and get closer to delivering more homes that meet the needs and aspirations of our population.”
David’s housing journey
“Growing up in army family quarters means that I’ve lived in more homes than I can recall, of all shapes and types, across the UK and in Germany. Moving to Edinburgh for university meant touring a number of private rental properties, and the damp, cold and costs of renting.
Five years after graduating, my partner and I bought our new build colony in the Bellevue area of Edinburgh. We had always dreamed of owning a colony home; they are central, have their own front door and garden, and being in close quarters with neighbours foster a real community within the city. We bought off plan while it was still being built by a local family-run SME and were really lucky as it was the last one of its size, with the biggest garden and with good space and storage.
That feeling of being excited we would have all the benefits of these unique properties, in addition to new high-quality kitchens and bathrooms, in a warm home without the renovation needs, is still so memorable. Ten years on, our garden has matured and friends and family love coming to stay in our peaceful, warm home. We’ve made the place ours, joined by our dog Frank, who rules the roost – and it’s the longest I have lived in any home.”
